Keyboard or Language Issue:

When typing you get è instead of an apostrophe. @ types output of ". Also the question mark key is now the uppercase form of è. The Keyboard language is still set to English(Canada).

 

Resolution:

The quick fix is to hit CTRL Shift twice.
To confirm your keyboard language is set correctly... Start > Control Panel > Regional and Language > Keyboards and Languages tab > click Change keyboards > under Default input language pull down arrow it should say English (Canada) > click OK when done.
Depending on individual Multilingual setting typically Left Alt+Shift will switch between input languages also. This is the typical Advanced hot Key Setting for alternating between language input.
